At camden in the 3* one of the riders jumped a PN fence into the water prior to presenting to their 3* fence, i want to know if this is legal at the lower levels too? I know you can only jump fences lower than you designated grade but is this allowed if for example you present to the intro fence next to your prelim fence then circle and jump your prelim fence? would that count as a refusal?

Currently this is allowed, and you could also jump a higher grade and not be penalised unless it was dangerous and then you would receive 25 dangerous riding penalties. Of course you would not get any relief for the extra time it takes you. And you could again be penalised, with dangerous riding, if you rode too fast to make up the time.
Sometimes riders choose to jump a jump, that is not part of their course, to get a better line onto a jump.
But the rule is under consideration as some riders have been jumping many additional jumps on course and that is a horse welfare issue, if a rider jumps too many efforts for the distance.
