I have a question. If I have a horse is being ridden by someone else at Prelim and Pre-Novice level, can it then be ridden by the owner at Newcomers level?
The horse would be ridden by the other rider sometimes during the year, and then at selected events during the year, the owner would like to ride at Newcomers level.

I copied this from the Eventing Rule book.
Riding Down: New Rider A horse established for a certain level, upon having a new rider, shall be able to reduce any number of levels without penalty, to the highest level for which the new rider is established. It shall then be considered to be established at that level.

Melissa, you are correct.
And a rider is not established until they have a MER ( Minimum Eligibility Requirements) at the level.
So if a rider has a pre-novice start they are not established unless over 50% in the DR, No CC jump pens, no more than 36 CC time pens and no more than 16 jumping penalties (Show jumping)
