most people use a stirrup leather... its basically to make sure you stay out of your horses face, and dont grab him in the mouth if you get left behind. im pretty sure they are legal. i think it can also be used to teach you to release, ie your hands have to go so far forward to reach it.

Yes .. they are completely legal, and to be encouraged .. it is scary to see how many L platers and P platers sock their horse in the mouth over every fence (so the horses soon learn to hollow their necks/backs and stop basculing over fences ... and start pulling rails. End stage is the 'cat leap' .. the ultimate result of hard hands in the air.) GET SOMEONE TO VIDEO YOU SHOW JUMPING OR EVEN SIDE ON IN A GRID AND SPECIFICALLY WATCH YOUR HANDS (Also very interesting to focus on leg position in other replays). Remember: watch one aspect ONLY at a playback.

If you look on page 15 of the Eventer you will see that Sammi McLeod used a neck strap in the CCI**** at Adelaide last year and I think she is off her P plates and onto an open licence!
